My friend didn't get into Stony Brook and she found out a couple of days ago. So it doesn't work like that. On their website though they should have a date that if you haven't received a notification by so and so date... you can call them. Also it doesn't go according to who got rejected and accepted. You got a letter notifying you that you were accepted. That letter should have contained a deadline for accepting their offer. Has that deadline passed yet?If it has, then I'm not sure what you can do. You could always contact the admissions office and ask them whether there is any way they would create an additional space in the class for you, but I wouldn't get my hopes up. They like to keep their classes as full as possible without going over a specific number, and they probably found enough people who were willing to accept their offer that they are right at the brink of an overfull class.
Unfortunately, if Binghamton didn't notify you of your status until after the deadline to accept Stony Brook's offer, you were in a position of having to gamble. You could take the sure thing, knowing that it meant you might have to refuse an offer you wanted more; or you could bet on Binghamton taking you and let the Stony Brook offer go. The best thing you could have done as the deadline approached would have been to call the admissions people at Binghamton, explain the situation, and ask them whether there was any way they could hurry up and make a decision. It sounds as if you didn't really pay attention to the deadline and didn't notice that you were, in effect, betting on Binghamton. If that's true I'm sure you're kicking yourself -- I know I would be if I were in your position -- but "I didn't take your rules seriously enough to make sure I followed them" is not a great explanation on which to base an appeal.
If the deadline has not passed yet, then you should contact the admissions department immediately because some glitch has probably occurred. If this is what happened, I would be a lot more hopeful about their being able to fix it for you.
If you don't end up in college somewhere this semester I hope you find something else to do that you really enjoy. (Try googling "gap year".) Sometimes these unwanted detours really turn out to be wonderful and I hope that, if such a detour is in your future, you get an unexpectedly terrific one.
