The rebate would only applied to your overall tax and if you've paid to much tax because the $3240 put you over, you'd get back any money went you did the taxes for the year you bought the Solar Hot Water in. That is, if you didn't pay enough tax that $3240 would go towards what ever you owed them.

BTW are you sure the rebate is that much? because it seem a large amount of rebate for a Solar Hot Water. I think that's the most you can claim and it would be a percentage of the cost, to get back $3240 you probably have to buy a $20,000 system.

No, a feed-in-tariff is payment from the utility for the kWh you inject into the grid. Not very many countries have this.

What you are inquiring about is the interconnection agreement between you and your utility company. Your installer will take care of all the permitting.
