The rebate makes sense, because somtimes conversions to energy saving systems cost more that the old default.

However, people who have low finances to begin with are more likely never to upgrade because they wouldn't be able to afford to switch in the first place.

Its one problem when Goverment's think "Oh this will save poor people money because it uses less engergy." but they forget to think about the fact that these poor people are too poor to afford to upgrade, that the savings over a couple years doesn't mean much to them when they can't afford it in the first place.

SO yeah, it would seem hypocritical for them to give rebates to the wealthy who can afford the expensive solar systems while at the same time not providing the systems to the poor for free, since they are the ones in need of the savings not those who can afford it.

Hypocritical, yes, perhaps.
