Because the planets are so small compared to the distance between them. If the Sun is a 10 inch circle, then Earth is a 1/10 inch circle 89 feet away, Jupiter is a 1 inch circle 465 feet away and Pluto is a speck so small as to be difficult to draw correctly and is about 2/3 of a mile away.

If you want to make it accurate to size....you will need a lot more than a pieces of paper. Just making the sun diameter 1 inch you would need a much bigger paper. I would say at least 20 meters, if you want to draw it accurately in scale of distance and size of each planet. If it is just the planet, just take in count that the sun's diameter is approximately 10 larger than jupiter and 100 times larger than Earth.
