33% Oxygen, 66% Hydrogen + spark = immediate explosion, add the lithium in the mixture and temperatures would become so high that the carbon burns as well.

Conclusion: the planet has to be so far out that everything is solidly frozen.

The question to answer is: where did all that oxygen come from? Our solar system gas giants are hydrogen+helium just as the Sun. Terrestrial planets might make oxygen if their is a reaction making it (read: plants).
