You could use solar power, but you have to get a panel that is rated to drive the "air pump" max power requirement.

On the other hand, I believe most aquarium air pumps are AC pumps, so without you having more electrical experience, I would say this project is beyond you.

And on a final note, the fish do not need an "air pump", they need filtration, and water changes.
If you have a filter ( and I sure hope you do! ), then set it to agitate the surface of the water. Even a small amount of surface agitation will provide more than enough oxygen for the fish!. To find why water changes are necessary, ask on a fish forum.

You can however, use a DC motor connected to a solar panel with a small turbine (or similar) to agitate the water on the surface. That would be simple, cheap and safe!
Simply connect the solar panel to the DC motor and it will spin when it has enough light. A small solar panel should suffice too. The larger the solar panel, the faster the motor will spin.
