The energy efficiency is one problem. The other is that desalinated water is not the same as rainwater that enters rivers. So if you did this, you would have to desalinate and then retreat the water before discharging. Then the argument would be, "at what level" . Do you use 7Q10, 2Q10 or what multiple. If you discharge to high flow and then have rain and floods, who pays the damage. Politics would be the leader, not science (see Katrina and floods caused by politics).
