the kind of dampers you are looking for do exist, but are very expensive. it sounds like you would benefit from some 6" round pipe zoning dampers. try this link

these are the zoning dampers that I use when i do a zoned house. you can see in the pic they have a rudder lip on the damper blade. the link explains things better than i really want to, so there u have it.

1. Freon or Freon like system.
a. gas is compressed inot liquid form - this uses energy (electric)
b. compressed liquid allowed to evaporate (change back to gas)
evaporating liquids absorb heat eneergy (causes cooling)
house hold air is passed over the coils where the evaporation is occuirng; the heat in the air goes inot the expanding gas.
the cooler household air is blown through out house.
the expanded gas is transported out of the house.
fans blow outside air acrosss more coils to transfer heat from the gas tot he outside air. the cooled gas is then compressed and sent back to evaporator to absorb more inside heat.

In a whole house A/C feel the warmth coming off the outside unit and notice the fan that blows outside air over the coils.
in the basemetn of the house feel how the box holding the evaporator or heat/exchagners feels cools. Of a fridge the evaproation happens inside the fridge and the heat is release on the backside in a network of fine tubes. the compressor is usually on the bottom of the fridge.

In hot dry climes, (AZ/NM) water is dripped onto pads od cloth or fiberglass. a fan pulls the hot dry outside air inot the evaprator box. the hot air evaropates the water this causes cooling; the cooled air is blown inot the living area. the cool air forces the water air out of the living space. this process uses less electricty (no compress only a fan) but requires large amounts of water which is scare in the SW US. this process dosent work in mosit climes (along sea coast) or in coll areas like Ohio since it requires hot dry air to be most effective.

put a little rubbing alcohol on you arm and blow on it to feel the cooling sensation of the evaropation process.

There are solar systems that will heat your water and your rooms, and for less money than the installation of conventional electrically powered units.
