For about $30, you can get a kit by Arizona Mist at a home improvement store that's about 10 feet of tubing and a set of 5 misting nozzles. You can buy multiple kits to splice them together to make whatever sized system you need. If you have more than one tube connected, though, you should use the 3/8 inch tubing instead of the cheaper 1/4 inch.

Electrical would be a few hundred dollars, depending on how far the cabling has to be run and whether you have room on your main electrical panel for a new breaker. It would also have to be GFCI, since it's outdoors.
