Well, it would be very complicated, but possible. If you want it to be extremely accurate, you have to first find the no. of days it takes to encircle the Sun, and then scale that down to a few minutes per revolution. Place it on a surface so that the rings lie in place with the alignment of the sun, and build numerous rotary devices on the surface. If you want to include Pluto, you have to remember that its orbit is sloped.
