Yes there are solar water heaters, they have been around since the 1800's. Depending on the amount of water you need, a simple 1 panel, 80 gallon solar themal system should work fine, even in the cold. solar panels i use and install can get to over 300 degrees, and the tank has a control module that speeds up or slows down the water to increase/decrease temps.

your looking at 3-5,000 dollars installed after tax break, and long period for payoff if you don't use it that much. if a family of 4 uses solar hot water, they payoff will be roughly 3 years. these systems last roughly 25 years. of cours, you'll need a south facing roof, or a clear spot of land to mount your panels facing south.

Leave it as is and allow the internal heating element to do it's job. It will only act as a "booster" to your solar heated water. You will still reap the savings of your solar heat and only pay for the added boost in water temperature, if there is any. You will still be able to get clean clothes on cloudy days.
