Buy one.

You might be able to make a demonstration / toy model with a regular watch with the battery replaced by a set of solar cells, but you run the risk of ruining the watch.

I would think the German or Russian time service would be what you are looking for.

I would suggest you replace the existing battery with a rechargeable battery of the same voltage. Let your solar panel charge the battery and run the watch when the sun is shining and the battery can run the watch at night.
