As for the tires you can use any tires/wheels that are from toy cars/truck. There’s one toy shop in Kuala Lumpur. It’s in the same street as ATC College but it’s the opposite at the other end. Try there it has got a big sign board saying BAN DAI & I think it's next to the pet shop.

There's a story about how the fluttering of a butterfliy's wings effects the weather and, through a chain of events, creates a hurricane. But no, a toy's consumption (consummation is something else) of solar energy does not have enough effect... oh, well I guess it could be argued that it does have some effect. Very small. It's preposterous. It's like asking if the grain of sand can hold back the river, and you know the dam is made of grains of sand. Yes it has an effect. So small as to have no effect. The toy transforms radiation into mechanical energy instead of heat.

On a large scale, consider what happens: the 50 and 60 megawatt solar farms are transforming many hundred square meters of area from heat absorption into electrical production. It will cool the planet! No, forget I said that. It will not cool the planet. The solar panels are not 100 percent efficient (they still give off heat) and the electricity they produce later gives up most of its potential in heat. Only a small portion of the energy is converted to mechanical motion. Will it have an effect? I'm sure it will, but minimal, and we can adapt. The benefits are greater than the silliness of trying to keep climate the same.

You could try to use the foil to create the walls of a pressure cooker, and attach an optical Lens at the top of this pressure cooker to magnify light, and line some of the walls of the pressure cooker with dark colored material. Attach a tube to the side of the pressure cooker at one end, and attach the tube to some sort of reducer valve at the other end.

You would fill your cooker with water to some level, make sure that the cooker was air tight, and the only means of air getting in or out is through the valve end of the tube.

You next need some type of device that will use the kinetic energy of any escaping steam from the cooker, at the valve.

Well thats one idea.. I am sure that if you use your imagination combined with a little investigation, you will do fine.

Just remember to NOT BUILD things based on an assumption, if your gut instinct makes you believe something might work, follow up with some self education and ask yourself if you KNOW it will work.
Ask yourself WHY will this work, scientifically.
ie: Energy can neither be created nor Destroyed, merely transferred,
