You could design a torch that charges during the day and also recycles some of the light emitted when used. So it's not a bad idea, you just have no imagination.

Additional, I live in Scotland so you can take you self inflated sense of bad weather and shoot youself with it. It is actually possible to charge a battery using normal light, it doesn't have to be straight from the sun.
