Alan Said:

solar and/or wind power for plant lights in Boston?

We Answered:

So you want 425 watts. Wind generators you may need permission of your zoning board or other local government.

Neither wind nor sun will be present 24 hours a day, so you need a lot of batteries and expensive electronics to control the charge into the batteries.

You can get CFL lights that run from 12 VDC instead of 120 VAC to save you the step and expense of an inverter to generate the 120VAC.

Depending on how dependable you need this, your location, and the number of hours of sun you get, you will probably need somewhere in the 1000-2000 watt region for the solar array.

The reference has one complete package for US$5000, I'm sure you can find lots more via google.
