Well first off I love of loved to see the evs for these pokemon. Also for the elite 4 these level really should be fine since there strongest pokemon is only a level 50 dragonite all the rest are par with your pokemon and you have the evs and smarts to out play them.

Now getting into the team first I would have to say that togekiss is a poor lead the really only good lead you have supplied me with is Dragonite as an anti lead and currently the move set is just not right. As far as your team goes you have pretty good synergy going on but 2 dragons even if they only share one weakness isn't the greatest idea.

As for the move sets:

Togekiss: currently double team is banned from competitive play also this team doesn't seem like a baton pass team really and ancient power lol. Just go with this for those 2 moves: flamethrower roost thunder wave.

Kingdra: really odd move set here man kingdra is made for rain dance but then again that also hurts your Typhosion. Try this: rain dance/surf, waterfall, outrage, dragon dance. If you don't want rain dance then go surf to be a mixed attacker. If you want rain dance and be special go: rain dance, surf, dragon pulse, signal beam.

Typhosion: if you want rain dance then you must ditch sunny day and solar beam also that's a gimmicky plan anyway. Try this: flamethrower, eruption, focus blast, hidden power/earthquake.

Scizor: its best move set is probably just this: bullet punch, superpower, pursuit, uturn. It just is.

Rhyperior: horn drill is also banned from competitive play. I would try earthquake or an elemental punch instead.

Dragonite(/Dragonair): if you want to stick with this defensive set then I would ditch dragon dance and go for: roost/thunder wave, light screen, dragon claw, haze. Although I have to admit haze is a poor option. I would just go ditch haze and light screen for: dragon dance, dragon claw, roost, earthquake.

As for the items you have pretty horrible ones. Just go for:
Togekiss: leftovers/lum berry
Kingdra: damp rock/life orb
Typhosion: choice scarf/life orb
Scizor: choice band
Rhyperior: leftovers
Dragonite: life orb/leftovers

Contrary to popular belief Hoover Dam does not power LV. Most of Hoover Dam's power is directed to California. Solar One supplies very little of the power.

Most of the power is from local power plants owned by NV Energy (formerly Nevada Power). They own Bighorn, Chuck Lenzie, Harry Allen, Apex, Silverhawk and a few others I know I'm forgetting. Independent power producers (IPPs) are 2 Nevada Cogens, Las Vegas Cogeneration, Saguaro, and El Dorado. Some of the power comes up from AZ. The main major trading substations are MEAD and FOUR CORNERS and a lot of the power comes through these substations, especially from Palo Verde nuclear power plant in southern AZ

Okay, your team will have two consistent weaknesses once you evolve Dragonair into Dragonite. They are Rock and Ice. This is mainly due to the fact that you have two Flying types. If you would like to fix this weakness by getting rid of one, I'd recommend getting rid of Togekiss. However, you don't have to get rid of either as long as you acknowledge the weakness and have a back-up plan.

Individually:

Togekiss can be used as a Baton Passer, but it wouldn't be my recommended route to take with it. Plus, if you're going to use Haze anyway, it will be no help. Togekiss should learn Thunderwave. That can be used to make Togekiss faster than the opponent. Then, constantly use Air Slash which can cause Flinching especially with Serene Grace. Your opponent will struggle to move between paralysis and the flinching. Then, you should have Roost which restores and helps with the Ice weakness on the turn its used. Aura Sphere should take car of anything else. Alternatively, use Grass Knot or Solarbeam to take care of Ground types which will ruin the strategy with Thunderwave. You can keep the Metronome, considering you'll be using Air Slash a lot, but the Razor Fang will also help with the Flinching. Also, if you don't take my suggestion entirely, then, at least get rid of Double Team for Thunder Wave. Evasion boosting moves aren't allowed in many competitive battles.

Kingdra: Dragon Dance is a waste. It boosts Attack while most of your moves rely on Sp. Attack. Your EVs shouldn't be split between the two either. Use the EV reducing berries to get rid of the EVs in Attack and put them in Sp. Attack. Agility will do better it will sharply increase your Speed and not waste with the Attack. Replace Waterfall with Surf then. Blizzard is too risky. Ice Beam will take out most things and hit 99% of the time. Blizzard will miss when you need it, so Ice Beam is preferable to Blizzard. Hold items like Dragon Fang (and Plates and Incenses) won't do too much. If you want something like it though, use the Wise Glasses which will power up all of Kingdra's moves instead of just one.

Typhlosion's set is fine, but Sunny Day doesn't really serve a purpose to the rest of your team. It could do more harm than good in several cases. (Solarbeam from foe on Rhyperior, Kingdra's Surf will be lesser powered, foe's Fire moves powered up) Since Typhlosion's only Grass move is Solarbeam, it is necessary, but use it with caution. Again with those hold items. I'd recommend the Power Herb in the case Typhlosion is forced into the situation it needs to use Solarbeam quickly.

Scizor should probably have Iron Head instead of Bullet Punch. In addition, it likely won't need Roost. A Fire type attack will take it out in one hit, giving it no time for restoration. Really, the way to go with Scizor is Choice Band and Attacks that fit with it. You will be using the Attack once to score a KO and switching back. The ideal moveset would be: Superpower, U-turn, Iron Head, and a high priority move. The downside of Superpower won't matter when you switch out. U-turn will switch you out. Iron Head will get STAB, and high priority will be to quickly make a kill.

Not having Earthquake on Rhyperior is a waste with its high attack and STAB. I'd replace Horn Drill with Mega Horn and then Roar with Earthquake. It really makes good use of Rhyperior's good Attack. Muscle Band will be better than Hard Rock. Either that or Expert Belt.

Dragonair's moveset should change immensely once you evolve it. It should be primarily attacks, but if you want to use it as a Hazer, so be it. Keep Dragon Rush or use Dragon Claw for more Accuracy. If you are going to have Haze, use Superpower to counter Ice and Rock types. Lastly, use Aerial Ace for STAB and greater type coverage.

Another note, Rare Candies don't slow the rate of growth. That's the explanation for those who don't know about EVs. They simply don't give you EVs, so if you use all Rare Candies or other methods that aren't battling, that's when they slow growth. The stats don't go up due to lack of EVs.

If you are talking about using it to power your shed and not connecting to the power grid I see no problem with the idea. As a mater-of-fact I think it's a rather cool idea.
