if you can find a ready to run rc car that fits the description you can use it but you got to strip all uneccesary parts to save weight

lastly aerodynamics be low to the ground alt flat as possible

optional if the rules permit.some nimh batteries series that to a diode (use as recerve recharge by the solar ) series the battery to diode then parallel it to the solar the rest plug it to your speed controller.

A Zeppelin would be very nice I think. It could try to be in the same place measuring the velocity and direction of the wind and canceling it with motors powered by solar light. Or use the solar power to warm the air inside of the Zeppelin, or generate steam to keep the Zeppelin up. Or could even use the wind power to do it.
