Yes, a bright artificial light can power through a solar cell some device.

However, don't fall into the trap of believing that there is no loss of energy in this system.

I once judged a science fair where the entrant had an artificial light power a photoelectric panel which drove a fan. I asked the person if that fan could generate electricity (like a wind generator) to run the light source.... and the answer I got was "yes". Of course it couldn't... it would be a perpetual motion machine.... and would violate the second law of thermodynamics. There is always a loss of energy in these systems..... and the wind device could never generate enough energy to run the light that initially fueled it.
