Saran wrap could easily melt and is not very easy to maneuver to pull out the hot dogs when they are finished. the black paper is a bad idea since it would block all of the radiant energy that you are hoping will reach the hot dogs. I would go with the glass cover.

There are glass covers that one puts over cheeses to keep them fresh. They are not huge, but would be enough to do 4 - 5 hot dogs. That would be the most elegant solution.

If you cannot find one of them, you could glue 5 pieces together with silicon sealant. That should work too. Silicon sealant can handle quite high temperatures. There are varieties in auto supply stores that can handle up to 600 degrees F, but you do not need anything near to that high. You could use small steel 'corners'. to make it more stable Glue them to the glass with the same sealant. you could use them on the outside and inside of the glass, at, say, two per edge: so you'd need 16 of them. Well, a fish tank would also work, if you can relocate the fish!

Hot dogs are already cooked. But most people like to heat them.
What size solar cooker? A small one might take 20 minutes and a very large one might take 2 seconds or slice the hot dog in half like with a plasma torch.

well.. it depends. if you do it with electric solar panels (sized acordingly) you could power an electrical heater instantly (as long as you have enough sunlight of course)

on the other hand, electric solar panels are an expensive technology, a lot to expensive for your hot dog

the easy way to do it would be a thermal collector (like an aluminium plate with water tubing atached). the sunlight heats the plate, the plate heats the water from the tubing and the hot water boils you hot dog. easy, cheap but it might take some time till the water will reach the temperature
