Hi. Setting up the business would depend on what type of business you choose to run. By that I mean, sole proprietorship, partnership, LLC, Inc., etc. The setup fees are fairly nominal, say $150 to register as a corporation.
Your biggest monetary input will come in patent fees (if you choose to go that route), lawyer fees, prototyping costs, marketing, production, etc. It can run into the 10's of thousands at the very least.
You can however look for outside investment, but without a patentable item the odds are more stacked against finding it, especially in today's economy.
I would however steer clear of those invention companies that claim to help get your idea to market. They charge large fees and pretty much give nothing in return.
Speaking from experience, please do your research thoroughly prior to jumping into a business.

Most countries use some solar power. I don't know any that use it as their main source of energy.
