That's the number of watts you would get out of the cell under ideal conditions - brilliant sun, cold air, thin atmosphere.

In large commercial panels, there is a standard system of measuring peak watts called STC. Even that is optimistic.

For small consumer panels, the rating is not well standardized, so something might advertise as a 15-watt panel, but unless the sun goes supernova, it would never deliver 15 watts.
