Is your store in a commercial area with several other stores densely put together, not to far from lots of residences, like a traditional downtown, or is it in a place where people have to drive just to get to your store, then drive to do other shopping, like in most suburbs? Moving near to where people live, or near to where people shop anyway, like next to a supermarket or village, would be the best thing you could do if you're not there already.
Something unique and PR-wise could be to offer delivery in an eco-friendly vehicle. Delivery is important and actually energy-saving if you deliver once a day combining several trips; and, it helps the home-bound.
Whatever you do, keep in mind that the effect will be multiplied, since you will influence what other shopkeepers do by shifting the norm. Good for you.
