Hi Jake,
Canadian Tire (CTC) has several solar panels and solar battery chargers. It is hard for me to judge the best one for your use as I don't know the size of the battery nor the battery drain when you drive your scooter to school. The 5.5 watt unit is about the dimensions you have mentioned. A solar panel has to be directed 90 degrees to the sun, usually due south (not magnetic south) and the angle depends on the season. Usually these units are not designed to be carried about and can be quite fragile.

It may be better to use one of those new eliminators. CTC has one on sale for only $69.99. You could use it for your scooter and a lot of other uses. CTC Product #11-1804-6

I my self don't want a Prius. I need a truck. And I don't have solar panels mounted on my roof or Solar modules for that matter.

I have and array of 8 solar modules in my back yard.

So I guess I should have not answered this question.
