You dont want a kerosene...they are smelly dirty and dangerous. Also everything you own will smel like kerosene.
Look at the service panel (the circuit breakers) and see what kind of amperage you have there. Most likely its 30. Try to calculate how many your appliances are using and find some kind of heater that uses an amperage you can live with without blowing the circuits

You need the Landlords permission before you do any work in a rented property. Solar panels are expensive to install and just one is not effective enough to make any noticeable savings which will take about 7 years to recoup the expense for the installation alone.

I saw that web site a while back, did you notice they are not as yet up and running? I'd suggest waiting until they have established a reputation since they want a contract.

If your on a tight budget, solar panels might not be the way to go although they are getting a lot cheaper everyday as they improve the manufacturing process. I'm not sure if your apartment owner would approve of this, but if you have room to put up a small turbine that would be awesome for 2 reasons: 1) its very cheap compared to solar 2) there's got to be a lot of wind up there. I think SolarWorld has a leasing program, but am not completely sure. You could try to find them, I believe they're in your area. Note that it's a lease, not a rental - you sign up for a minimum term.
