One major thing is to pay attention to your windows and doors. Make sure they are very well-sealed to keep warm air in during the winter, and cool air in during the summer. If you think they are drafty, try to get your landlord to seal them better, or try to do it yourself. (Seals aren't expensive, any hardware store will have plenty.)

Also, drapes/blinds that fully cover the windows can keep out that hot summer sun. But open them during the daytime in winter, to let the sun help heat things up...then close them at night to keep that warm air inside.

If you have hardwood or vinyl floors, consider getting some rugs....it's like insulation for the floor.

Buy fans for the summer. Even if you cannot install ceiling fans, just having table fans running will reduce your use of air-conditioning.

I haven't a clue, but I bet if you were to call one of the industry leaders, such as Evergreen Solar, SunPower or Energy Conversion Devices, they would be able and willing to help. Just explain what you're doing. I'm sure they'll appreciate your interest. If you want to try a ballsy move, look up the name of the chief financial officer of each company, then call the switchboards and ask for them. You almost certainly won't get to speak to them, but you'll probably get someone else who can help.
