Yes it will. The reason is that the panel, being pointed directly at the sun, will have the same surface area regardless of the season.

The earth on the other hand is tilted at about 23 degrees, so during the winter the sunlight is spread over a greater area than in the summer, so it does not warm the air as much and hence, colder weather.

By maintaining an angle perpendicular to the sun at all times, the sunlight is never spread out. Although you will have to adjust it throughout the year to maintain that angle, as the earth will 'tilt' beneath it.

We Answered:

You will never get the energy (wattage) you need to power an RC car from a solar cell that small, most calculator cells will give you .3vdc to about .75vdc with very low wattage when you have full sunlight on them. You will need a solar cell almost the size of the car to be able to use it and only with a lower voltage motor. You can go to ebay to see cells that will give you the wattage required to make an RC car go, but remember that voltage isn't the only consideration. Good luck.
