It would not be my decision, but if it were, then yes.

We Answered:

You can accomplish the same effect in most communities. There are no grants that I'm aware of, because it doesn't benefit anyone for you to make those changes. You are more likely to take unspoiled land and change it's function. There are rebates and tax credits to take existing homes and make them more energy and water efficient or install renewable energy.

For creating a resort for a specific group of predesignated persons, I think you would have to first start a foundation then try for some grants.
