In May 2008, the Bureau of Land Management put the solar plant development in Arizona, California, Colorado, Nevada, New Mexico and Utah on hold for 2 years while the environmental impact is researched.
The Sunrise Powerlink solar plant in California was place on hold because of concerns about the high voltage lines connecting the plants to residents in San Diego.

In March 2009, Dianne Feinstein was blocking solar energy production in California because she believes it violates the intended land use when conservationists donated the land to the public. Arnold Swarzenegger was frustrated, asking where else can you put a solar plant if you can't put it in a desert.
