If it's never going to freeze, go flat. That's the standard solar hot water in Hawaii.

If it has a miniscule chance of freezing, you could still get a flat panel, but would need to have a pressure relief valve on it, and maybe have the kind of system you can completely drain.

The evacuated tube type of collector costs more, but has the advantage that you can put whatever liquid you like in the tube, to transfer the heat to a tank below. Antifreeze is often used, like in the radiator of your car.

To be honest with you, there is very little difference in panels. The sun hits them, they make electricity. With the question of simplicity, they are all the same, and "best" is a matter of opinion. Personally I am off-grid with Evergreen Solar solar panels. I like them because they are durable, well tested, and incorporate different technologies to produce the same amount of power with half the silicon of other panels, they also incorporate glass that has low reflections to maximize energy output. On top of all that, they seem to have some of the lowest cost per watt. But then again, most companies have some if not all models with those tweaks, so go for the lowest cost per watt.

i know you didn't ask about installing, so i apologize but thought i would point you towards this website that has a wealth of info and helps calculate how many panels, how much space is needed and other details, in case you didn't know of it. it is more centered towards installs though. i'm looking into this as well right now and found this site to be rather useful though.
