the light hitting the photovoltaic panel has to be uniform and the same wavelength (color)

PV panels are sensitive to infrared light
so if you get translucent paint that is clear to IR

well i say yes because theres plenty of the stuff, we have the tech to collect the Energy, and the sun isn't set to die out until another 1-2 million (if not, billions) years. so theres your facts.
