Watt is a measure of power. 1 Watt is one Joule (a unit of energy) per second.
150 Watt means that you get 150 Joule every second. And 18 Watt implies the fluorescent tube consumes 18 Joule every second.

Therefore a 150 W solar panel would be able to light up 8 (and 1/3, if this means anything...) 18 W fluorescent tubes, as long as it provides that power, that means as long as it is properly lit by the sun.

If you don't use all the power, you lose it, unless said power is sent to a battery.
