This is possible in a frictionless system, however there is ALWAYS loss of energy.
First solar panels aren't 100% efficient.
Next light would bounce of the solar panel and be lost.
As the light energy is transferred into electrical energy and passed through a circuit there would be friction in the components, so more energy lost.
Next as the light is created heat energy is lost being absorbed into the glass of the light bulb, then as light passes through the air it loses energy.
The list goes on and on.

Look it is simply impossible because nothing is 100% efficient in reality. Perpetual motion is theoretically possible, but in reality it is impossible because the conditions it requires are impossible to obtain.
