They have done studies that unless the lights are in the South West there is not enough sunlight throughout the year to make an efficient product. I think it was England who first attempted to use the solar powered lights. But they have far more foggy/cloudy days. So I am sorry solar powered traffic lights are not a good idea.

I'm assuming you are talking about LED lights in the solar powered lawn lights?

LED's are way more efficient than incandescent blubs. A good example can be found in the most recent Consumer Reports magazine where they compare incandescent Christmas lights to the new LED Christmas lights.

The work has already been done for you if you need a control for your science project. They give you the number of hours tested and energy costs.

As for the difference...the other answerer above me did a good job of explaining how incandescent lights work. LED's are special "diodes" that convert 98% of the electicity that flows through it into light. It doesn't heat a piece of wire to make light.

Solar powered lawn lights use rechargable batteries at night to light the LEDs. The Solar Cell is used to charge those batteries during the day.
