Along with the amount of light if takes to trigger the solar panel, there would be a delay on the bulb lighting based on the length of the wire (electrical travels at 1 foot per nanosecond) and the inertial effects of the bulbs filament getting warm enough to begin illuminating (if your using an LED, it would be faster, but you would need enough voltage to jump the PN junction).

But why would you want to? If the sun shines, you don't need the light and if it doesn't shine (which is when you do need the light) then the bulb won't light.

Maybe you need the solar panel to charge a battery?

If you do, then you need a 18v battery (and maybe a charge controller so you don't over charge the battery).
