Very complicated question. I work for the second largest electric utility provider in the country. The rates are regulated. There is talk of a better system of charging for usage and transmission....but change isn't easy.

Prices vary by state based on supply and demand. CA has a ton of people and not a ton of capacity to produce electricity (or water for that matter) so things are expensive. You've gotta pay to play as they say!

I know a guy that lives 100% off the grid, PV, batteries, the whole nine yards. It's probably not a feasible solution for 99% of the population though.

However, you can install PV (photo voltaic) panels on your roof and when the sun is shining, you will use no electricity from the grid. When you're PV panels are producing excess electricity, it goes back onto the grid, and they pay you for that. Laws vary from state to state but I know that ME has a 1 to 1 law, meaning that they have to pay you what they charge you, however, you still get charged for transmission costs, and a basic hookup fee, plus taxes and all the rest of the BS on your bill. There are a TON of solar companies out there and you can get nice rebates by doing so. My father-in-law has an 8gigawat array on his building....he is an electrician and owns a small commercial building.

Actually, politics is helping people go solar. They're called energy rebates up to 30% of project costs. You can also do geothermal heat pumps, no matter where you live in the country you can do this for heating and cooling, and they're way more efficient than other ways of heating/cooling, but it does use electricity.
