1. GE (of America) was experimenting in 1946 with "cloud seeding" (silver iodide and frozen carbon dioxide). GE's experiments and with it all their hopes of a huge financial "rainfall" were quickly abandoned when it became clear that a "deluge" of litigation would follow any successful rain making activities. (States and farmers who lost out on the ususal rain)

The below link is a good summary, how it works, and its quite interesting "History". Note if you care, the Vietnam "make mud not war" activities of the US Air Force and the alleged military i.e. man-made "Rain Out" at Woodstock.

The linked articles also mentions some successful Australian work, from 1947 onwards.

You can buy energy efficient bulbs. And just get a more efficient car...you don't need a hummer that gets 5mi to the gallon...

We Answered:

Yes and no is the answer. Water by itself is an insulator, however, it usually has chemicals dissolved in it that makes it conductive. Rain water in soil will be conductive due to naturally occurring chemicals from the soil that become dissolved in it. Generally water including rain water getting at electrical connections and components will very likely cause a fault.sooner or later.
Best practice dictates isolating electrical circuits from water in some way. Two terms that you may want to look-up are rain-proof (rain tight) and water-proof (water tight).
Refer to the National Electric Code for requirements for low voltage circuits such as you are concerned about. A copy should be available in a local library. Also, another source of information would be the manufacturer of the lighting system.

We Answered:

Solar cells often respond to light other than the sun, however, the efficiency will be different as will the time it takes to charge the batteries. So, it should work, but not as well.

I am surprised that the lamps themselves being solar powered don't already have rechargable batteries. Being solar, that is the whole point.
