Better yet, if he's a licensed and insured contractor with your State's Contractor's Board, get them involved. Every board has a dispute process where you can make a complaint, they investigate, and can then order the contractor to fix it. Try Googling your state board and see what their website has to say on the subject.

If I were in your shoes, I would NOT send that letter. I would make the complaint to the state board and let them sort it out.

next time his dog is on your property, catch the animal and take it to your local shelter. When he has to pay to retrieve his dog a few times, he may keep it on his yard.

As far as the damages.. report it to your local police as vandalism.. you have no way to proove that your neighbor is the one doing the damage.. short of setting up security cameras and catching him in the act.

I personally don't recommend zombiesworn due to the fact that it gets topped by the other twilight variants of this format. You either run Vayu Turbo or just plain twilight, that's my opinion. The deck looks as good as it is going to get. One minor exception, Plaguespreader Zombie is Limited. Take him out and add Crush. Card of Safe Return is also Limited, so I'd suggest replacing it with Gold Sarcophagus. Dude? Do you even pay attention to the Banned List? lol. I'm just realizing more cards as I type this. Goyo is Limited. I'd suggest adding 2 Dark Strike Fighter. Also maybe take out either 1 Thought Ruler or 1 Black Rose and add a Blackwing Armor Master for the Blackwing matchup. Other than that, I think it should be good from here. Also, for future reference, it is called a Lightsworn deck. Maybe that was a typo on your part, but figured I'd tell ya. Another thing, it is called Synchro Cat, not Cat Synchro. Figured you might wanna know that.
