You can buy a grow light(flourescent) at wal mart for 9.95.....I move my herbs indoors at winter..or take cuttings and plant indoors under flourescent light...Ficus take very well to flourescent lights as well... Being in north Florida..we bring our pot/root bound ficus indoors in the winter..and they do well..here is some info on ficus..and then a picture of my herbs..the light on the herbs is white, bought at wal mart as mentioned above..but the walls are lavender in the "grow Room"...so it appears to be purple lol..http://mgonline.com/benjamina.html

My guess would be some small voltage leakage on some circuits. If you had regular bulbs (incandescent) you probably would not see anything, unless you installed 4 7 watt lamps. With the small wattage, they would probably glow. Because you have 4 fluorescent lamps installed, one is loading, or sucking more power than the others. Low voltage lamps do this once in a while if they are on a dimmer set on low.I would start by checking your neutral wire coming into the house. A qualified electrician would probably want to do this. Check the neutral at the panel, in the meter base and have the power company check the pole or transformer neutral.
Once all is ok on that end, check the individual circuits in question for grounding problems. It needs to be fixed so no one gets hurt!

you don't have to spend big money on studio style lighting. you can achieve all you want to with a couple of secondhand speed lights, shoot through umbrellas off ebay and some practice.check out the book mentioned on the link below - it will teach you all you need to know about lighting on the cheap.
