Get an AC adapter that provides 12 to 13.5V DC
at 1A (1000mA) or so, and use it to power the strips.
Two such strips will probably need less current than that,
but if you wanted to add more strips, you would have
a good current reserve available for them.

Polarity will matter; if the lights don't work, reverse it.

We work daily with LED light bulbs extensively and I must say that right now the technology is just not yet there to provide grow lamps anywhere near to the power output you would need.

Most LED bulbs do not put out the amount of lumens (light output rating) that they claim on the package. They do not even come near to providing enough light for plants.

If you want fluorescent lights, simply do a google search for "grow lamps". I found a huge selection on Amazon's website.

Normal incandescent bulbs designed for the purpose can be found on the website below.
