We have them. They offer very little light which is good and bad. They are not bright enough to entertain at night but they gently highlight the landscape.

when in sun light , that charges the batteries in the unit ,if you leave them out doors all day and they do not come on at night then you must find and replace the batteries

They have a battery pack inside of them that is recharged from the light. I would guess that they could be bad or the bulbs could be loose or bad from the shipping process.

If the posts are on your side its your fence, if they are on your neighbours side then be polite and ask nicely.If they say no set posts just inside on your land and you can hang what you want on your land.
