Due to panel size requirements, most ready made solar light kits are very low voltage/wattage, thus not very bright. I assume your associations requirements are for security purposes? If so, the brightness of the light required for such applications requires too high a voltage/wattage for a solar application to be practical. It is not impossible, but you will have to connect quite a few panels together and have a relatively large battery connected. The setup cost of such a rig (taking into account lifespan and maintenance costs as well) would basically negate any savings on electricity you would make.
