Energy for 8,000 homes depend on the location and the people. In US average energy/home/day my be 20kWh-50kWh. The fact is, in winter more energy may be needed in some locations, while reverse is true in others. Economically usable solar cells may supply about 1 kW/sqm power and if the sun is available fully for 6 hrs, 6kWh/day/sqm may be obtained, if the cell angles are adjusted continuously... That means about 6 sqm of cell area is required for about 35 kWh/day. Again, this is a minimum and in some areas as much as 6 times of that may be required for each home. If 25% of total installation area is taken up by the cells, 8,000 X 6 X 4 = 192,000 sqm minimum (desert areas) and up to about 1 sqkm might be needed.

Given the specifications you have, it will be expensive.

You could invest in a parabolic trough (see http://en.wikipedia.org/wiki/Trough_conc… to boil the water and collect and funnel off the steam.

Desalination by any method is prohibitively expensive (or too slow to be useful), which is why we don't use it for our normal water supply.
