It depends of what "properly" means. If you use common safety standards for electrical installations, then the answer would be negative.

On the other hand, a "properly grounding" might refer to one contemplating such posibilities, which is difficult, but doable. In fact, there's a chance that the above installation could work as a Faraday Cage.

The elements to take into account are the intensity, the frequency of the signal and how "truly ground" the ground is (ideally, it would have to be an enormous perfect conductor).
