That normally happens when you hook a solar electric system to the utility and don't tell them. Or the utility did not swap out the meter.

A lot of meters will not run backwards and even if you are pushing power back into the meter it still runs one way which adds to the bill.

One other thing is your friend could be using power during peak usage hours which with netmetering cost more. Your friend needs to use power at night when rates are lower and let the solar electric system backfeed during the peak hours.

Go to the Energy Saving Trust website which has guidance and details of grants available. When you say augment your electric bills do you really mean reduce them. Photovoltaic cells will reduce your bills but at an uneconomical cost. They may help to save the planet but they will cost you plenty particularly if you wish to become self sufficient. Some day advances may make them cost effective but that is certainly not the case just now. A solar hot water panel would be more cost effective if you have the right building orientation.

As your question shows an Australia. location it is so big and diverse that it would be difficult to give a good answer. Find a local contractor in your area that does those types of installations and see what kind of data they can provide.

However, in general, solar can be cost competitive, but it requires a very large up front cost. As such, many companies are "renting/leasing" the panels to their customer.

The payback period of solar system depends on the cost of power in the desired location. Its 20 years at best for a grid tied system. Most large companies make a profit by selling their green tags.
