Since this is Engineering, I will start by asking what you mean by "from scratch"? Do you intend to build the solar panels from cells, the inverters from bits and pieces of circuitry as well as the battery charging regulators and the circuit protection that keeps repair people from being electrocuted?
Or do you want to know what major items you have to buy and how to rate them based on the sun available and the power usage you expect to need? If the latter, then you look up solar power supply companies, like those in Arizona and manufacturers like Sunsei http://www.sunsei.com/ that want to help you succeed if you use their equipment.
If the former, then you have a much longer row to hoe and will have to track down a lot of electronics and you won't find that in a single book, much less a single site.
