Solar power uses only heat from the sun. If the heat lamp needs to be in the sun, or has a solar panel battery pack which you put in the sun, then it is solar powered. However if, like most heat lamps, you just plug it into a electric socket, then it's running on mains electricity not solar energy.

We Answered:

All you need is a 12 volt car battery, a 300 watt power converter and a solar panel with a voltage regulator.
The car battery powers the power converter which changes the voltage to 110 AC. which powers the light bulbs, and the solar panel recharges the car battery. The voltage regulator keeps the battery from being over-charged.

The larger the solar panel, the faster it would recharge the battery. Since solar panels do not need direct sunlight to generate power, larger solar panels would work better on cloudy days or ambient light conditions. Solar panels are expensive, so it would be more cost effective just to buy a couple of extra flashlights. However, with the setup I described, you would also be able to run small appliances such as a tv or computer durring power outages.
