The belt runs the compressor motor, which provides the compression in the AC cycle. The condenser is where the refrigerant condenses, absorbing heat from the air, thus cooling the air to a comfortable level.

An A/C unit somewhat larger than a ton will need a 230VAC power supply.
The actual size, arrangement and orientation of the solar energy collectors will depend on the locality.
