I would definitely go with solar, wind, geothermal, and biomass. Nuclear fission isn't bad, but that shouldn't be their only source. Fossil fuel should be avoided at all costs. Tidal sounds great for San Diego, but they don't have the right kinds of currents there. However, I think it might be best if they invested in wave power. That's very efficient, too.
