That is going to take some digging with google. Using strings like "u.s. government solar energy use" you will turn up links like:

So the information is out there, but it appears there is a not a single compendium site that lists all federal solar energy uses. Therefore, it will be a Project to assemble it.

Figure out what materials are made to construct each device, and then figure out how those materials are obtained and what the environmental impacts of that.

for cost figure out much energy is outputted for each dollar inputted. This is also a way of measuring the environmental benefits when compared to say coal or other fuels.

For availability look at who is capable of using the power i.e. businesses, homeowners etc. Also look at how feasible it is for various groups to use these technologies.
