These will store excess charge in an internal battery so you can use them at anytimoe; they are called hybrids as you can also charge the internal battery from a mains socket if you need too. they can be quite expensive but you can sometimes pick up one within your budget

It has an internal battery. Is the battery fully charged? That may be necessary before it can charge that phone. Is it getting enough sunlight to work? Get it in more direct sunlight - stick it outdoors if you have to. It looks like it can also charge from USB.

It may be just not compatible with your phone. That can happen.

and found this one was dazzlingly cheap compared to most of them out there. It's also from China, and you know their reputation for quality. Another clue is that it's a no-brand item. It may just be that this thing is a piece of junk... sorry...
